About this opportunity

The Naval Surface Warfare Center, Crane Division has issued a Request for Information (RFI) and sources sought announcement for heavy ion beam facility usage under contract opportunity N00164-25-S-NB86. This Special Notice was published by the Department of the Navy Naval Sea Systems Command on August 1, 2025, with responses due by August 16, 2025 at 4:00 PM EDT. The government is conducting market research to identify potential sources for heavy ion beam time testing required for radiation component testing in support of the Trident Missile System program. Currently, the Navy intends to sole source this requirement to Texas A&M University, citing them as the only available source with the necessary heavy ion beam facilities to meet the program's specifications. The opportunity falls under NAICS code 541380 for Testing Laboratories and Services with PSC code B529 for Special Studies/Analysis-Scientific Data.

The primary purpose of this RFI is to identify alternative sources capable of providing heavy ion beam time testing that meets the government's technical requirements while potentially challenging the proposed sole source justification to Texas A&M University. Interested contractors must be registered in both the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the Statement of Work containing detailed technical specifications. Responses should include a white paper of no more than five pages addressing cyclotron facility requirements, company capabilities, performance parameters, availability, prior testing experience, budgetary estimates, and justification for why the government should not proceed with sole source procurement. The government particularly encourages responses from small businesses, small disadvantaged businesses, 8(a) firms, historically black colleges and universities, and minority institutions. No funding is currently available for this effort, and the government will not reimburse any costs incurred by companies responding to this market research announcement.
