About this opportunity
The Department of the Navy Naval Sea Systems Command has issued a Request for Information (RFI) for the Weapon Autonomy Application for Helicopters (WAAH) program, focusing on acquiring labeled artificial intelligence training data from an air to surface perspective. This market research initiative, identified by the announcement number N0016425SNB37, is conducted in accordance with Federal Acquisition Regulation (FAR) Part 10 procedures. The RFI is seeking databases of real-life, synthetic, or hybrid training data primarily centered on water-based surface scenarios. Specifically, the Navy is interested in datasets that include various targets such as boats, humans, buoys, and jet skis from an aerial viewpoint. The RFI is categorized under the Custom Computer Programming Services NAICS code and National Defense R&D Services PSC category.
Contractors interested in responding to this RFI must submit their information electronically via email in either Adobe PDF or Microsoft Word format, not exceeding five pages. The submission must include specific details such as the submitter's name, mailing address, business size, DUNS number, and contact information. The Navy is looking for datasets that are labeled or unlabeled, with a preference for real-life data from the air to surface domain, particularly water-based scenarios. Importantly, this is a market research effort only, and no funding is currently available for contractual work. Contractors should provide images of their products or datasets, specify whether the data is labeled, indicate the type of targets included, and describe the data's origin (real-life, synthetic, or hybrid). Responses must be submitted by March 20, 2025, at 2 PM Eastern Standard Time, with questions directed to Derek Perry at the provided contact information.

N0016425SNB37 – REQUEST FOR INFORMATION (RFI) – WEAPON AUTONOMY APPLICATION FOR HELICOPTERS (WAAH) – LABELED ARTIFICIAL INTELLIGENCE TRAINING DATA FROM THE AIR TO SURFACE PERSPECTIVE – PSC AC33 – NAICS 541511
Issue Date: 27 February 2025 – Closing Date: 20 March 2025 – 2PM Eastern Standard Time
This RFI is searching for any databases of labeled or unlabeled real-life training data from the air to surface viewpoint. The ideal background for the surface data would be water based. This labeled training data could be boats (varying in class), humans, buoys, jet skis, etc. This RFI is also searching for any process that exists to automatically label training data quickly and effectively. Finally, if real-life training data doesn’t exist, this RFI is searching for hybrid, synthetic, or raw datasets from the air to surface domain.
This is market research In Accordance With (IAW) FAR Part 10 procedures, specifically IAW FAR 10.001(a)(3)(i) and FAR 10.001(a)(3)(ii) for information only, to be used for preliminary planning purposes. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/Sources Sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. THIS IS NOT A SOLICITATION FOR COST PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS ANNOUNCEMENT. Any costs incurred by a Contractor responding to this RFI/Sources Sought is not reimbursable by the Government.

Questions or inquiries should be directed to Derek Perry, Code 0232, telephone 812-381-5304, e-mail derek.s.perry2.civ@us.navy.mil . Please reference the above RFI/Sources Sought number when responding to this notice. If a DoD SAFE link is needed for any documentation, please ask the POC. Thank you.
