About this opportunity
The United States Department of Agriculture Office of the Assistant Secretary for Civil Rights is conducting a sources-sought market research effort to identify contractors capable of providing program complaint processing services—intake, investigation, and adjudication—with responses due by June 3, 2026. This is a voluntary information request issued under FAR Part 10 to inform acquisition strategy and competitive procedures; no contract award will result from responses, and participation in this sources sought does not obligate future bidding on a formal RFQ.
The Government intends to determine whether a small business set-aside is feasible or whether full and open competition should be used; responses will inform both decisions and may establish small business subcontracting goals. Work involves processing discrimination complaints filed under 7 C.F.R. 15 and applicable federal civil rights statutes (Title VI, Section 504, Title VIII, ECOA, ADA, Age Discrimination Act, Title IX). The contractor must deliver intake screening and draft disposition letters within 21 workdays; investigation support with Reports of Investigation completed within 90–115 calendar days depending on case complexity; and adjudication support with proposed Final Agency Decisions drafted within 7–14 workdays. The Government retains all adjudicative authority; contractor functions are advisory only.
Minimum qualifications include at least three years' federal civil rights experience, subject-matter expertise in relevant statutes and regulations, proven ability to meet strict timelines, legal sufficiency proficiency, quality assurance infrastructure, and data protection competency. Performance is remote via Government-approved systems during OASCR business hours. The anticipated structure is a Performance-Based Firm Fixed-Price order for one 12-month base period plus two optional 12-month renewals. Responses to the online survey close at 5 p.m. ET on May 29, 2026; communication outside the survey form will not be accepted.
