About this opportunity
The U.S. Customs and Border Protection (CBP) is conducting a Request for Information (RFI) for a UH-60L Conversion Effort involving 15 UH-60L and 2 HH-60 aircraft to be converted to the UH-60L Prime variant. The agency seeks contractors capable of performing comprehensive aircraft modifications, including Phase Maintenance Inspections (PMI-1 and PMI-2) and extensive system upgrades. CBP will provide base aircraft and certain government-furnished equipment (GFE), with contractors responsible for procuring additional commercially available components. Key submission requirements include technical capabilities, pricing estimates, production capacity, and experience with similar aircraft conversions. Contractors must respond by 3:00 PM EST on December 13, 2024, submitting detailed information about their ability to perform the required modifications and potential long-term aircraft storage capabilities.
The solicitation is not designated with a specific set-aside, indicating open competition for qualified contractors. While no specific award value is currently disclosed, the project encompasses comprehensive modifications for 17 total aircraft, suggesting a significant potential contract scope. CBP is specifically interested in contractors' capabilities to perform modifications, including installation of advanced avionics such as Garmin 750Xi GPS units, Astronautics Roadrunner instruments, and specialized equipment like Robertson fuel tank systems. The project includes complex technical requirements, such as removing MEDEVAC equipment from HH-60 models, installing gunner's windows, and maintaining blade de-ice systems. Contractors will need to demonstrate expertise in helicopter modification, have appropriate certifications, and provide detailed pricing estimates for initial and subsequent aircraft conversions.

UPDATE 12-04-2024 - Q&A Spreadsheete is attached with all responses to questions received. The due date for the RFI submission is December 13, 2024.
CBP is seeking information and feedback from contractors on an approach to conduct a full conversion of 15 UH-60L and 2 HH-60 (17 total) aircrafts to the UH-60L Prime variant, in accordance with the planned modifications listed below. CBP will require aircraft to undergo a Phase Maintenance Inspection (PMI), both PMI-1 and PMI-2, prior to the conversion process beginning. CBP will provide the UH-60L base as government furnished equipment (GFE), along with the items listed below, to the contractor to conduct the modifications. Material costs beyond the GFE provided material will be procured by the contractor. In addition to the modifications listed below, CBP is interested in understanding the long-term aircraft storage capacity at the contractor’s facility and the cost and storage durations if CBP pursues this.
In addition to the request above, CBP is interested in understanding the contractors capability to perform a separate PMI, from the above modification, for in-service aircraft for up to 5 aircraft at time and the cost and duration associated with the PMI.
