About this opportunity

The Department of Veterans Affairs (VA) Strategic Acquisition Center in Frederick, MD has issued a Request for Information (RFI) for Video Remote Interpreting (VRI) and Communication Access Real-Time Translation (CART) Services. This special notice is designed to gather market research about potential contractor capabilities for providing accessibility services for VA employees who are deaf, hard of hearing, deaf/blind, or speech disabled. The RFI is not a formal solicitation but rather an information-gathering exercise to help the VA develop a comprehensive acquisition strategy. The notice covers services that will support the VA Office of Information & Technology's Office of 508 Compliance program, with an estimated service volume of approximately 600 hours of live remote captioning per month for an organization of 400,000 personnel. The RFI was posted on January 13, 2025, with responses due by February 10, 2025.

Contractors interested in participating must provide detailed information about their service capabilities, including their ability to deliver sign language interpretation, video remote interpreting, and real-time captioning services across VA territories. The RFI requires vendors to submit a one-page cover sheet and a three-page capabilities statement addressing 17 specific questions about service delivery. Key requirements for potential contractors include having RID-certified ASL coordinators, state-qualified interpreters, the ability to provide multiple interpreters for events over 75 minutes, and PII-compliant scheduling systems. Eligible vendors must demonstrate flexibility in handling last-minute scheduling changes and capability to work across multiple technology platforms such as WebEx, MS Teams, and Zoom. The VA emphasizes that responding to this RFI is voluntary, and non-response will not prevent future participation in potential solicitations. All submitted information will become government property and vendors are responsible for appropriately marking any proprietary or sensitive information.
