About this opportunity

The Department of the Air Force Headquarters is issuing a Request for Information to solicit industry input on an Intelligent Shift Scheduler Tool for 24/7 continuous operations, with responses due June 19, 2026 at 5:00 PM EST. This is market research to inform a future procurement, not a binding solicitation.

The Government seeks to replace manual Excel-based scheduling currently used for Security Forces and other continuous operations roles. The solution must ensure compliance with rest mandates, incorporate evidence-based shift scheduling principles, optimize manning based on qualifications, and accommodate dynamic roster changes. The Government is exploring two approaches: configuring an existing Commercial Off-the-Shelf Software-as-a-Service tool or developing a custom-coded platform integrating with Department of the Air Force enterprise frameworks such as Salesforce PSS, ServiceNow, OutSystems low-code, or Cloud-Native Angular to ensure long-term sustainability and compatibility within Department of Defense cyber environments.

The anticipated NAICS code is 541512 (Computer Systems Design Services); PSC is R425 (Support—Professional: Engineering/Technical). The Government anticipates a phased implementation approach beginning with Phase 1 pilot deployment at a single installation. No set-aside is anticipated. Respondents should direct inquiries to Mr. Derrick Manning (derrick.manning@us.af.mil) or Mr. Corey Collins (corey.collins.12@us.af.mil) with HAF/A1Z.

Notice text

Background: Current scheduling for 24/7 continuous operations is largely managed via manual Excel spreadsheets, leading to sub-optimal schedule management, increased fatigue, and heavy administrative burdens on Non-Commissioned Officers (NCOs). The objective is to deploy a solution that ensures compliance with rest mandates, incorporates evidence-based principles for shift scheduling, optimizes manning based on qualifications, and handles dynamic roster changes.

Any questions shall be submitted via email to the below points of contacts by 19 June 2026 at (5:00 PM EST). Proposals will be due 19 June 2026 at (5:00 PM EST).

Any questions regarding this RFI must be submitted in writing via email to Mr. Derrick Manning, Resource Management Specialist, derrick.manning@us.af.mil or Mr. Corey Collins, Chief of Contracts Management, corey.collins.12@us.af.mil.
