About this opportunity

The Department of the Navy Naval Sea Systems Command has issued a Special Notice for a Request for Information (RFI) regarding the procurement of Helmet Display Tracking System (HDTS) production kits with associated major assemblies, support equipment, engineering and logistics services, spares, interim and post deployment support, engineering services, and associated data for the MH-60 helicopters.

The purpose of this RFI is to solicit information from responsible sources to determine whether to conduct a competitive procurement or award a sole-source contract to ELBITAMERICA, INC., the only known source capable of producing the required HDTS production kits. The estimated value of this award is $95,000,000, and the RFI is open to all responsible sources, with responses due by May 7, 2024. The Government intends to negotiate this contract solely with ELBITAMERICA, INC. under the authority of 10 U.S.C. 3204(a)(1), as the detailed design of the HDTS production kits remains proprietary to the company.

All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this request for information is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or not.
