About this opportunity
The Morris K. Udall and Stewart L. Udall Foundation has issued a Request for Information (RFI) through its John S. McCain III National Center for Environmental Conflict, an independent and non-partisan federal agency. The RFI focuses on gathering market research information for potential contract opportunities related to three specific training courses: the Fundamentals of Environmental Collaboration and Conflict Resolution (ECCR) Series, Collaboration in National Environmental Policy Act (NEPA) Course, and Collaboration with Native Nations and Tribal Consultation Course. The National Center specializes in providing neutral collaboration, conflict management, and training services concerning environmental, natural resource, and public lands issues. This RFI represents a preliminary step in exploring potential contractors who can support the foundation's training and educational objectives. The agency is seeking comprehensive insights into potential service providers' capabilities in environmental collaboration and conflict resolution.
The primary purpose of this RFI is to conduct market research to inform future contract requirements for delivering specialized training services. Contractors are required to submit a capabilities statement (maximum 5 pages) and a cover letter (1 page) by February 18, 2025, demonstrating expertise in environmental conflict resolution, NEPA processes, and tribal consultation. The training courses will be delivered both in-person and virtually, ranging from 2-3 days for in-person sessions or 4-5 half-day virtual sessions. All business sizes are encouraged to participate, with no specific set-aside restrictions, and the courses will require vendors to potentially co-train with National Center staff at locations nationwide. Interested contractors must showcase relevant experience, past performance, and a technical approach aligned with the foundation's training objectives. Notably, this RFI is explicitly for market research and does not constitute an actual solicitation for services, but rather serves as a preliminary exploration of potential contractor capabilities.
