About this opportunity

The Department of the Navy Information Warfare Systems Command is seeking information regarding technical solutions to support full rate production and sustainment of the MIBS (Maritime Integrated Broadcast Service) program through a Request for Information (RFI). The government is interested in learning about existing capabilities, Commercial Off-the-Shelf (COTS) solutions, Non-Developmental Items (NDI), services, and recommendations for delivering partial or full solutions that support the JTT-ME (Joint Tactical Terminal - Maritime Evolved) system. The JTT-ME system delivers resilient Integrated Broadcast Service data feeds to warfighters, providing over-the-air, near-real-time lethal threat intelligence including global, national, and theater threat data with indications and warnings of potential threats. Key components of the system include the KSR-4A and MX-12605/USQ, which are operational NDI items currently supporting Navy platforms. The RFI response deadline is March 30, 2026, with questions and answers having been posted as of March 6, 2026.

This RFI does not utilize any set-aside designations. The notice does not identify any current incumbents or existing contractors, nor does it provide specific award values or budget ranges for the anticipated full rate production and sustainment contract. The solicitation does not specify quantities of goods or detailed service timelines in this pre-solicitation phase; rather, it seeks industry input on capabilities and technical approaches that could support future production and sustainment operations. Interested parties should review the complete RFI attachment for detailed technical parameters and specific information requirements from the MIBS program office.

----3/6/2026: UPDATE: See Questions and Answers posted in the Attachment section below. ---- The MIBS program is interested in learning more about the technical solutions of Industry to support the Government?s technical objectives described in this RFI attachment. Please submit information regarding existing capabilities, Commercial Off the Shelf (COTS) or Non-Developmental Item (NDI) solutions, services, experience, and recommendations related to the delivery of a partial or full solution. The MIBS program provides resilient Integrated Broadcast Service (IBS) data feed to the Warfighter using its Joint Tactical Terminal - Maritime Evolved (JTT-ME) system. This system provides over-the-air (OTA), near-real-time (NRT) lethal threat intelligence, enabling the Warfighter to receive global, national, and theater threat and intelligence data, including Indications and Warnings of potential threats. It delivers long-term infrastructure capability to support the flexibility and delivery of future broadcast waveforms and cyber-secured IBS data feed. The JTT-ME system is comprised of a Universal Computer and Network Switch and two key components, including the KSR-4A and MX-12605/USQ. These key components are fielded, operational non-developmental items (NDI) that support Navy platforms. The RFI describes the current operational parameters for the key components. See attachment for more details and requested information. Thank you for your time and effort in advance.
