About this opportunity
The U.S. Agency for International Development (USAID) Bureau for Conflict Prevention and Stabilization (CPS) is conducting a Request for Information (RFI) to research market capabilities for institutional support services. The agency is seeking contractors to provide comprehensive support including administrative operations, strategic communications, monitoring and evaluation, technical expertise in conflict prevention, data analysis, graphic design, IT support, and recruitment assistance. This RFI is primarily aimed at understanding contractor capabilities and exploring the potential for consolidating two existing small business task orders into a single contract. Responses are due by December 20, 2024, at 12:00 PM EST, with submissions required to include a cover page, capability statement, and optional feedback on procurement. The RFI emphasizes interest in small business participation and potential barriers to entry for smaller contractors.
The current contract is not set aside for any specific business category, though USAID is particularly interested in small business perspectives. The existing task orders are currently held by WWC Global (Task Order 720CPS21M00002) and Global Solutions Ventures LLC (Task Order 7200AA20N00002). The contemplated contract is expected to have a five-year period of performance with an estimated value between $50-100 million, classified under NAICS code 541611 for Administrative Management and General Management Consulting Services. Work will be primarily performed in Washington, DC, with potential for remote and overseas work. Contractors must maintain a Facilities Security Clearance, as some positions will require access to classified information. The primary objective is to ensure USAID can meet its institutional support needs effectively, economically, and efficiently.
Notice text
The U.S. Agency for International Development (USAID) Bureau for Conflict Prevention and Stabilization (CPS) is contemplating procuring institutional support services as described within the attached document. The purpose of this Request for Information (RFI) is to conduct market research to gain a better understanding of the capabilities of interested contractors who may be able to provide the services described therein. USAID may use the responses to this RFI for information and planning purposes to ensure that USAID meets its needs in the most effective, economical, and timely manner.
USAID currently procures similar services under two separate task orders awarded to small business concerns. As it is currently contemplating consolidating the requirements under a single contract or order, USAID is particularly interested in whether the contemplated requirement may be suitable for award to a small business concern. USAID welcomes feedback on whether there are barriers to small business concerns’ ability to provide the contemplated services and any potential solutions to those barriers identified.
This RFI is not a solicitation for work or a request for proposals, proposal abstracts, or quotations, and must not be construed as an obligation on the part of USAID. Interested parties may identify their interest and capability to respond to the requirements described below. Responses to this RFI are not offers and cannot be accepted by USAID to form a binding contract. Responses to this RFI are strictly voluntary, and USAID will not pay respondents for information provided in response to this RFI. Submissions in response to this RFI will not be returned and respondents will not be notified of the results of the review.
Please see the attachment for instructions on how to submit a response to this RFI and for a summary of the contemplated services. Responses are due from interested parties by the date and time indicated above. Responses received after this date and time may not be reviewed. No phone calls related to this RFI will be accepted, and all correspondence must be via email.
