About this opportunity
The Environmental Protection Agency (EPA) Region 9 has issued a Request for Information (RFI) for the Freely Associated States (FAS) Lab Certification program. This special notice was posted on April 8, 2025, with an amended submission deadline of April 18, 2025. The RFI is specifically focused on obtaining information and capability statements related to supporting water quality laboratory certification in the Micronesian region, including Palau, Marshall Islands, and Micronesia. The notice includes an uploaded Performance Work Statement (PWS) that details the technical support requirements for the laboratory certification program. EPA Region 9 has extended the submission deadline for questions and responses to accommodate the delayed posting of the PWS.
The primary objective of this RFI is to identify potential contractors who can support the FAS Water Quality Laboratory and Laboratory Technician Certification Program. The program aims to maintain and improve technical performance of water quality laboratories through certification standards, bi-annual re-certification audits, and technician training. Eligible contractors should have expertise in laboratory certification, particularly with US EPA accreditation, and experience working with drinking water laboratories in the Freely Associated States. The contract includes six primary tasks: Certification Program, Lab Equipment and Supplies, Certification and Training Requirements, Reports, Technical Assistance, and an optional task for expanded parameter testing. The base contract period includes four potential one-year option periods, with the ultimate goal of supporting and enhancing water quality laboratory capabilities in the region. Contractors interested in participating must submit their responses by April 18, 2025, at 3:00 PM Pacific Daylight Time, and should carefully review the attached Performance Work Statement for detailed requirements.
