About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland is issuing a Request for Information regarding supplies and services to support the Tomahawk Cruise Missile Program, specifically for the Tomahawk Obsolescence Redesign (THOR) Guidance Electronics Unit (GEU-R). The procurement involves a sole source Delivery Order under Basic Ordering Agreement N00019-25-G-0009 for Cost-Plus-Fixed-Fee items to redesign obsolete components in the GEU-R and ensure continuity of Tomahawk GEU-Ra deliveries for production contracts. The requirement seeks a comprehensive and cost-effective redesign solution from a contractor possessing current technical data, configuration knowledge, manufacturing capabilities, and unique expertise for this export-controlled missile system. While this is not a request for proposals, responsible parties may submit capability statements for consideration. The deadline for this RFI is June 26, 2025, the same date it was posted.
This procurement does not utilize any set-aside designations and identifies Raytheon Company of Tucson, Arizona as the sole source contractor capable of meeting the requirements within the specified timeframe without cost duplication. Raytheon is positioned as the incumbent with exclusive access to the necessary technical data, configuration information, and manufacturing expertise, with Jarrod Winters serving as their subcontracting point of contact. The anticipated Period of Performance spans fiscal years 2026 through 2027, covering a two-year timeline for the redesign effort. The notice emphasizes that the associated Tomahawk missile data is export-controlled and unavailable to foreign sources, further restricting potential competition. No specific award values or budget ranges are disclosed in this pre-solicitation notice.
