About this opportunity
The Department of Transportation's Immediate Office of the Secretary has issued a Request for Information (RFI) concerning the modification of 1,176 existing dunnage bars through length reduction. This Special Notice, posted on October 29, 2025, seeks qualified vendor input on the feasibility, technical approach, cost estimates, lead times, and associated risks for executing these modifications. The RFI explicitly clarifies that this is market research only and does not constitute a solicitation for proposals, quotations, or binding offers. Responses submitted to this notice cannot be accepted to form a contract, nor will the government reimburse respondents for their research expenses. The government will use the information gathered to inform its acquisition strategy for a potential future procurement.
Vendors interested in responding must submit detailed information addressing two distinct modification scenarios: one utilizing existing wood components and another employing entirely new wood components. Submissions should include company profiles, comprehensive descriptions of the proposed modification approaches, rough order magnitude estimates, lead time projections, risk assessments, and any supporting technical documentation. All responses must be directed to Melissa Reams via email at melissa.reams@dot.gov, with a final deadline of November 14, 2025. While no specific eligibility criteria are prescribed, respondents should demonstrate capability and provide substantive technical information rather than general statements of competence. The acquisition strategy for any resulting procurement remains undetermined; however, the government has indicated that either unrestricted competition or a set-aside may be implemented based on the market research findings. Participation in this RFI will neither increase nor decrease a vendor's likelihood of receiving future contract awards.
