About this opportunity
NASA's Marshall Space Flight Center issued a Request for Information (RFI) on March 24, 2026, seeking commercial lunar transportation solutions to support the establishment and sustainment of a permanent, continuously crewed U.S. lunar base under the Artemis program. The RFI, designated No. 26-01-PS70, invites responses from both established commercial providers and new industry entrants to help shape NASA's future acquisition strategy for end-to-end transportation services from Earth launch through orbital staging locations and return to Earth. Respondents must address technical, programmatic, and business case topics, including system architecture, launch cadence capabilities, crew transfer operations, interoperability with existing Human Landing System providers, autonomous operations, safety and abort strategies, and transition pathways to firm-fixed-price contracting. Evaluation will focus on the capability to deliver crewed missions to the lunar surface at an accelerated cadence (one mission per year per provider initially, scaling to one mission every six months) while maintaining reliability and integration with evolving Artemis elements. Responses are due by April 23, 2026, and must be submitted in PDF format as a 2-page executive summary and 10-page detailed response, with an optional 5-page appendix, using 12-point font and clearly legible tables or figures.
This RFI contains no set-aside designation and does not identify specific incumbent contractors, as it is seeking information from multiple potential sources to inform future strategy rather than conducting a formal competitive procurement. While no specific award value or budget range is disclosed in the RFI, respondents are required to provide rough order of magnitude costs for phased development and demonstration plans. The acquisition aligns with the December 2025 Executive Order "Ensuring American Space Superiority" and emphasizes sustained high-tempo operations, rapid and resilient commercial infrastructure, reliable interoperability with current and future Artemis architecture elements, and accelerated human mission cadence. Respondents should identify non-NASA customers, anticipated certification requirements with associated risks, government resource needs, and long-term affordability considerations. Proprietary, export-controlled, and other sensitive unclassified information may be submitted if properly marked, though classified information is prohibited.

THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.
NASA is seeking information from established commercial providers and new industry entrants to help shape a future acquisition strategy for Artemis Commercial Lunar Transportation Solutions that deliver the human cadence required to establish and sustain a permanent lunar base.
This RFI is aligned with the Executive Order “Ensuring American Space Superiority” (December 2025), which directs the United States to:
• Establish a permanent, continuously crewed U.S. lunar base
• Leverage rapid, resilient, commercially provided space infrastructure to maintain U.S. leadership in the cislunar domain
Consistent with the EO’s call for accelerated human mission cadence, high tempo space operations, commercial partnership, and reliable interoperability with current and future elements of the Artemis architecture, NASA is seeking transportation concepts capable of supporting the sustained buildup, logistics resupply, and crew rotation tempo required for lunar base operations. Additional Information is found within the attached RFI No:26-01-PS70.
Submission Clarification:
The response will include a 2‑page Executive Summary, incorporating the content from Section 4 (Response Summary) and Section 5 (Instructions for Submittal), and a 10‑page detailed response, with an optional 5‑page appendix. These page limits apply to the overall submission rather than to each focus area. Focus areas pertain exclusively to those outlined within the CLTS RFI.
Section 5, 12‑point font requirement does not strictly apply to tables or figures. There is flexibility, provided the content is presented clearly and remains fully legible.
Section 5, which states “Classified export controlled data should not be included,” is intended solely to prohibit the submission of classified information. It does not restrict respondents from submitting properly marked proprietary, EAR, ITAR, or other sensitive but unclassified (SBU) information properly labeled.
