About this opportunity

The U.S. Army Corps of Engineers, through its Engineer Research and Development Center (ERDC) Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire, is issuing a Request for Information (RFI) to solicit market research on solutions for eliminating metal and plastic debris from soil. This RFI seeks information regarding methodologies, pricing estimates, project scheduling, industry capabilities, and potential solutions to prepare a test site for electromagnetic induction (EMI) sensor testing. The facility requires the removal of metal and plastic debris from a site measuring 30 meters in length by 5 meters in width, extending to a depth of 3 to 5 meters below the surface. This is a market research effort only and does not constitute a formal solicitation, bid request, quote request, or proposal request. The response deadline is November 10, 2025, and both large and small business concerns are encouraged to participate. Respondents are authorized to conduct site visits at CRREL's facility located at 72 Lyme Road, Hanover, NH 03755-1290 by contacting Caitlin Arnold at caitlin.e.arnold@usace.army.mil or (603) 646-4114 prior to the RFI closing date.

This RFI is classified under NAICS 561730 (Landscaping Services) and PSC code B532 (Special Studies/Analysis- Soil), with no set-aside designation applied. The Government will not reimburse respondents for costs incurred in preparing their responses to this market research request, and the RFI does not commit the Government to any particular acquisition approach or contract award. No specific budget range or award value has been disclosed in this preliminary market research phase. The site visit authorization allows vendors to assess the physical location and conditions before submitting their market research responses. This RFI represents an early-stage government effort to understand available commercial solutions and industry capabilities before pursuing any formal procurement action.
