About this opportunity
The Air Force Life Cycle Management Center (AFLCMC) Special Warfare Program Office is conducting market research to identify sources capable of providing Cold-Water Regulator (CWR) Kits designed for technical diving operations in cold water environments. This Request for Information (RFI) is for informational and market research purposes only and does not constitute a binding solicitation or commitment to procure. Prospective contractors must demonstrate capability to provide complete kits including first-stage regulators with DIN fittings, primary and secondary breathing valves with purge features, dive consoles displaying pressure and depth, supporting tool kits, test kits, and spare parts kits that comply with U.S. Navy Approved for Navy Use List (ANU) standards and meet cold water certification requirements down to 37°F threshold or 29°F objective. Responses must be submitted electronically by 12:00 PM Eastern Time on May 6, 2026, to contracting officer Jamie Sclafani and program manager Kameron Patterson, with submissions not exceeding 15 pages and including company information, product specifications, test results, cost estimates, delivery capability within six months, warranty terms, and compliance certifications. Evaluation will consider technical capability, cost competitiveness, small business participation, spare parts availability, training support, and identified risk mitigation strategies.
There is no set-aside designation for this procurement. The Initial Operational Capability (IOC) target for FY26 is 200 total kits (106 with Full Face Mask and 94 without), with Full Operational Capability (FOC) at 400 total kits (212 with FFM and 188 without), though specific budget ranges have not been disclosed in the RFI materials. Both U.S. and non-U.S. firms are encouraged to respond, and prospective contractors must be registered in the System for Award Management (SAM) database and should reference NAICS code 339920 (Sporting and Athletic Goods Manufacturing). All CWR kit components, excluding the regulator kit itself, must include dedicated carrying cases. While this RFI does not indicate a current incumbent or specific award value, the government will use submitted information to develop its acquisition strategy, statement of work, and performance specifications for potential future solicitation.
