About this opportunity

The Department of Transportation's John A. Volpe National Transportation Systems Center is issuing a Request for Information on boxcar interior wood lining installation, with responses due June 11, 2026, to assess vendor capability and pricing for modifying thirty-eight 50-foot Plate C 70-ton boxcars at the Iowa Army Ammunition Plant.

Work is performed at IAAAP; boxcar relocation is not permitted. The modifications enable safe transport of ammunition and explosives in compliance with military safety regulations. Interior wood lining (BCX Plywood) is required to five feet height on all interior vertical surfaces where ammunition contacts steel walls. Boxcars measure approximately 50 feet 6 inches length, 9 feet 6 inches width, and 11 feet height, with all-steel construction and standard 10-foot door openings.

Respondents must submit a written Statement of Capabilities addressing technical approach for fastening plywood to steel without compromising structural integrity, material sourcing capability, and risk mitigation; estimated timeline for completing all 38 boxcars with confirmation that personnel can provide identification and pass background checks; non-binding Rough Order of Magnitude cost estimates broken down by material costs per boxcar (differentiated for end and side walls) and labor hours and costs per boxcar; and company profile including quality certifications, examples of similar work, point of contact, and list of required drawings or information for a firm quote.

Responses must not exceed 10 pages (8.5 by 11 inches, 11-point minimum font), reference the RFI title, indicate socio-economic small business status, and cite the appropriate NAICS code. Submit via email to Andrew.Josephs@dot.gov in Adobe PDF format by June 11, 2026, at 4:00 p.m. Eastern Time. This RFI is for market research only and does not constitute a solicitation, commitment, or obligation to pay.
