About this opportunity
The Defense Logistics Agency Troop Support Medical is conducting market research to identify commercially available blood product shipping containers for transporting frozen and refrigerated human blood products. This Request for Information seeks nonpowered, insulated containers that provide passive cooling using wet or dry ice to maintain prescribed temperature ranges for various blood products including whole blood, packed red blood cells, fresh frozen plasma, frozen red blood cells, and cryoprecipitate. The containers must feature durable construction with a rectangular rigid outer box containing an insulating inner box, meet specific material requirements including 350-pound bursting strength corrugated exterior and high-density expanded polystyrene insulation, and maintain temperatures of 1-10°C for liquid products. Vendors must provide yes/no responses or descriptive explanations for each stated characteristic along with supporting documentation. Responses to this market research effort are due by July 3, 2025, and should be submitted to Ketan.Datta@dla.mil.
This procurement opportunity does not utilize any set-aside designations and no current contractors or incumbents are identified in the notice. The shipping containers must accommodate substantial payload capacities ranging from 15 units of Fresh Frozen Plasma or Frozen Red Blood Cells up to 30 units of Packed Red Blood Cells or Cryoprecipitate, with approximate interior dimensions of 18" x 19" x 16" providing 3.2 cubic feet of capacity. The containers must handle 14 pounds of wet ice or 20-30 pounds of dry ice for cooling while maintaining an unpacked weight not exceeding 9.5 pounds and a fully loaded weight between 44-54 pounds. No specific award values or budget ranges are provided as this is an information-gathering exercise rather than a formal solicitation. The government emphasizes this is market research for acquisition planning purposes and explicitly states it is not a request for quotes or proposals.
