About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research through a Request for Information (RFI) to identify potential sources capable of repairing the F-15 Air Data Processor (ADP), specifically NSN 6610-01-432-8459FX, Part Number 2118952-5. The procurement seeks contractors with repair expertise, capabilities, and experience for this military-unique component that monitors air pressure flow and adjusts ramps for improved accuracy and reliability of the Air Data Computer and Electronic Air Inlet Controller. Qualified sources must possess repair data, technical expertise, and meet stringent qualification requirements, as the component must be manufactured to Honeywell drawing specification PS68-870192 Rev B, Drawing 2118952 Rev C with exact form, fit, function and interface requirements. The government does not own or have access to the technical data for these items, requiring approved sources to retain specialized repair knowledge essential to maintaining part quality. Interested contractors must submit comprehensive responses addressing general capabilities, repair expertise, facility capabilities, staff composition, past project experience, technical data generation capabilities, quality assurance processes, and configuration management by close of business on August 29, 2025.

This opportunity has no set-aside designation and encourages participation from both large and small businesses, including joint ventures and teaming arrangements. Honeywell International is identified as the currently known source for this military-unique item that requires engineering source approval by the design control activity. The government envisions a one-year definitive requirements contract with a projected quantity of 50 units to support F-15 aircraft operations until approximately 2045. The repair classification is RMC/R3 (repair for the second or subsequent time directly from the actual manufacturer) with RMSC/C designation, signifying the part requires engineering source approval to maintain quality standards. While specific award values are not provided in the RFI, the repair strategy represents a critical sustainment requirement for the F-15 fleet's continued operational effectiveness through the mid-2040s timeframe.

REQUEST FOR INFORMATION (RFI)

Air Data Processor (ADP), 6610-01-432-8459FX

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements for repair of the F-15 Air Data Processor, NSN: 6610-01-432-8459FX, P/N: 2118952-5. The level of security clearance in this requirement has not been determined. The Repair Method Code (RMC) /Repair Method Suffix Code (RMC/RMSC) for these items is R3/C; where RMC/R3 is repair, for the second or subsequent time, directly from the actual manufacturer and RMSC/C signifies that this part requires engineering source approval by the design control activity in order to maintain the quality of the part by the approved source. The approved source retains repair knowledge, or technical data, that is not readily available to the Government. The data or knowledge is essential to maintaining the quality of the part. The Government does not own or have access to the data for these items. The ADP monitors the flow of air pressure and adjusts the ramps as necessary. The ADP was developed to improve the accuracy and reliability for the Air Data Computer and Electronic Air Inlet Controller (EAIC) and functions by providing more accurate sensors and allowing expanded and selectable Source Error Corrections (SEC). The Government did not provision for a competitive acquisition package including the full repair technical data or acquisition of any test equipment that      would be required to perform organic repairs. The ADP is a military-unique item that must be manufactured to the Honeywell drawing specification, PS68-870192 Rev B, Drawing 2118952 Rev C. The drawing specification, PS68-870192 Rev B, Drawing 2118952 Rev C, contains extremely stringent design requirements and must meet exact form, fit, function and interface requirements for effective F-15 mission accomplishment. Therefore, a commercial item will not satisfy the unique requirements of this acquisition.

Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all test equipment required for repair. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
