About this opportunity
NASA's Science Mission Directorate is issuing a Request for Information (RFI) to gather industry input on the "Science as a Service (SaaS)" initiative, which aims to leverage existing commercial capabilities and identify where government technology investments can accelerate development and enable rapid transition of next-generation NASA technologies for operational use. The RFI is being coordinated by three NASA divisions: the Earth Science Technology Office (ESTO), the Heliophysics Space Weather Program, and the Astrophysics Division. The initiative specifically seeks perspectives from U.S. industry, universities, non-profit organizations, NASA centers, FFRDCs, federal/state/local/tribal agencies, and international partners regarding commercial business case technology needs, demonstration pathways, streamlined space access, transition strategies, partnerships, funding models, and market-driven applications. Respondents must address one primary and up to three secondary topics from nine designated topic areas, submitting five-page PDF responses formatted with 12-point font, one-inch margins, and single-spaced text through NSPIRES. The response deadline is May 7, 2026, at 11:59 p.m. Eastern time, with Michael Seablom and Shawn Domagal-Goldman serving as primary points of contact.
No set-aside designations apply to this RFI, and this announcement does not constitute a commitment to award contracts or establish binding agreements. No specific incumbent contractors or award values are disclosed in this pre-solicitation notice, as the RFI is designed purely to gather information to inform future program development rather than to procure specific goods or services. However, responses may be used to develop the Venture Technology Accelerator (VTA) program for Earth Science missions and inform space weather observation architectures and emerging astrophysics commercial capabilities initiatives. Respondents are advised that all submissions are subject to restrictions placed on NASA by Section 526 of the Consolidated Appropriations Act, 2024, which prohibit bilateral relationships with China. NASA may conduct voluntary follow-up meetings with respondents to clarify submissions, and proprietary information will be protected throughout the process.

Update #4 · Latest ·
This Science Mission Directorate (SMD) Request for Information (RFI) does not constitute a commitment, implied or otherwise, that the National Aeronautics and Space Administration (NASA) will take action in this matter.
The Earth Science Technology Office (ESTO) in the Earth Science Division, the Heliophysics Space Weather Program in the Heliophysics Division (HPD), and NASA’s Astrophysics Division (APD) request industry input to inform the development of the Agency’s “Science as a Service (SaaS)” initiative. SaaS is designed to leverage existing capabilities of industry and identify where new technology investments by the Government will accelerate technology development. It will also enable the testing, validation, and rapid transition of next generation NASA technologies for operational use.
This RFI seeks responses from U.S. industry, universities, non-profit organizations, individuals, NASA centers, Federal Funded Research and Development Centers (FFRDCs) such as the Jet Propulsion Laboratory, and other U.S. federal, state, local, tribal government agencies as well as the international science community. Responses are subject to the restrictions placed on NASA by SEC. 526 of the ‘‘Consolidated Appropriations Act, 2024’’ that prohibit bilateral relationships with China. Details of that restriction are at: https://www.congress.gov/118/plaws/publ42/PLAW-118publ42.pdf and at: https://science.nasa.gov/researchers/sara/faqs/prc-faq-roses/
See the following attachment for full details: RFI SaaS Final 3.24.26.pdf
Amendment 0001: The RFI response date is extended through May 14, 2026.
Amendment 0002: The RFI response date is corrected to May 7, 2026. This due date supersedes any previously listed due dates in earlier postings or attachments.
