About this opportunity
The Administration for Children and Families, Office of Refugee Resettlement (ORR) issued a Request for Information on April 2, 2026, seeking market research on vendors capable of operating a Continuum of Care residential network for Unaccompanied Alien Children requiring specialized care; the RFI response deadline was April 23, 2026, and an RFP is anticipated for July 2026.
No set-aside applies. Place of performance is the contiguous United States within a cohesive geographic area. ORR requires state-licensed, nationally accredited facilities providing six levels of care: Diagnostic Center (10–50 beds, 30-day average stay), Psychiatric Residential Treatment Facility (10–30 beds, 72-day average stay), Residential Treatment Center (10–70 beds, 72-day average stay), Heightened Supervision Facility (35–120 beds, 72-day average stay), Therapeutic Group Home (8–30 beds, 72-day average stay), and Partial Hospitalization Program (15–50 beds, 21-day average stay). All awardees must provide minimum beds across all levels within their geographic footprint and operate 24/7/365 with specified staffing ratios: one staff per four children during waking hours, one per twelve during sleeping hours, one case manager per six children, and one clinician per six children. Services must be available within 120 calendar days of award. Staff must hold ORR Level 2 Favorable Suitability determinations. Bilingual staffing and routine healthcare must be included within FFUP rates. Contractors must accept placements within 72 hours per the Trafficking Victims Protection Reauthorization Act.
The Government anticipates one to three firm-fixed unit price contracts with a 12-month base period and four optional 12-month periods. The daily bed rate must include all operational costs and maintain 100 percent readiness; payment is only for occupied beds. Average lengths of stay range from 30 days (Diagnostic Center) to 135 days (Residential Treatment Center). The RFP is anticipated for July 2026 with a 30-day proposal submission window. An industry information session was held April 23, 2026.
