About this opportunity

NASA's Information Technology Procurement Office (ITPO) is issuing a Request for Information (RFI 80TECH26RFI0020) on strategic partnerships for data center infrastructure modernization, with responses due July 17, 2026. This is market research only; NASA does not commit to contract or promise a future solicitation and will not reimburse response costs.

NASA seeks capability statements and industry perspectives from all interested parties, including small businesses, HBCUs, and minority institutions, across seven topic areas: partnership models and value creation; future data center concepts for hybrid mission-critical environments; modernization of legacy facilities; reliability, resilience, and security (including FISMA compliance and data isolation for classified information); operational and service models for mixed-use government and commercial infrastructure; scalability for rapid high-density compute growth; and sustainability and efficiency strategies. The agency specifically requests informed input on realistic small business subcontracting goals, barriers to SB participation (such as certifications, technical requirements, security needs, or specialized tools), and strategies to increase participation through requirement decomposition, subcontracting opportunities, or mentor-protégé approaches.

Respondents must notify Michelle Downs (michelle.m.downs@nasa.gov) and Kimberly Sandoz (kimberly.r.sandoz@nasa.gov) of intent within ten business days. Responses are limited to twenty pages, PDF or Word format, 11-point minimum font, and may include concept diagrams and case studies but no detailed technical specifications or pricing. Proprietary information must be clearly marked. All submissions become Government property.

NASA's aging infrastructure requires modernization to support mission-critical operations while addressing constrained budgets. The agency is considering multiple follow-on pathways, including FAR-based procurement or non-procurement partnership instruments such as Space Act Agreements.
