About this opportunity

Oak Ridge National Laboratory, operated by UT-Battelle, LLC for the Department of Energy, is issuing a Request for Information seeking qualified subcontractors to support the removal and disposal of the High Flux Isotope Reactor pressure vessel scheduled for the late-2030s. The procurement encompasses five primary scope areas: planning for irradiated and contaminated components disposal, characterization of the reactor pressure vessel's radioactive source term, physical vessel removal and packaging, disposal of all project radioactive and mixed waste, and cleanup and restoration of work areas. Prospective respondents must submit a letter of interest not exceeding 20 pages demonstrating a minimum of 10 years of nuclear and radioactive material disposal experience, NQA-1 certification status, applicable regulatory expertise, and US business preference. Evaluation will be based on demonstrated experience and capability, technical solutions and insights addressing vessel segmentation and disposal approaches, and rough order of magnitude budgetary pricing including non-recurring engineering costs. The deadline for submitting written questions to the Procurement Officer has been extended to March 13, 2026, with responses to the RFI due by April 16, 2026, at 5 p.m. EDT.

This RFI does not utilize any small business set-asides and is investigative in nature rather than seeking binding quotes or proposals. No incumbent contractor or specific award value has been identified in the opportunity posting. The RFI is intended to identify interested vendors and gather technical insights that will inform a future Request for Quote to be issued within three to five years for engineering studies. Prospective respondents should be aware that ORNL may share responses with the Department of Energy, project subcontractors, and other National Laboratories, and any proprietary information requiring non-disclosure protection must include written notice with a commitment to negotiate NDAs in good faith. Respondents must also address the technical and operational challenge of maintaining facility operability for reactor restart while executing vessel removal activities.
