About this opportunity

The Defense Health Agency Contracting Activity (DHACA) is conducting market research on behalf of the U.S. Army Medical Research Institute of Chemical Defense and the U.S. Army Medical Research Institute of Infectious Disease to identify qualified suppliers capable of delivering non-human primates. This Request for Information (RFI) is issued solely for planning and market awareness purposes and does not constitute a formal solicitation; therefore, responses will not form binding contracts or agreements. The Government is seeking to understand current market conditions, available sources of supply, and supplier capacity to determine whether establishing additional Blanket Purchase Agreements (BPAs) beyond the existing two awards is warranted. The evaluation will focus on supplier interest, available resources, and capacity to meet the recurring requirement for non-human primate delivery. The deadline for responding to this RFI is March 16, 2026, and all response costs are the responsibility of the submitting parties.

This pre-solicitation notice involves no set-aside designations and is intended to complement two existing BPA awards (HT942524A0001 and HT942524A0002) that are currently active through November 16, 2028. The Government has not disclosed specific award values, budget ranges, or required quantities of non-human primates in this notice. The existing BPAs were established through a multiple-award process, indicating that the Government may be interested in expanding its supplier base for this requirement. Responses marked as proprietary will be handled according to applicable regulations, and the Government reserves the right to request additional information from interested parties. While this is preliminary market research rather than a formal procurement action, qualified suppliers should view this as an opportunity to demonstrate capability and interest for potential future contract awards.

Notice text

The Defense Health Agency Contracting Activity (DHACA) is issuing this Request for Information (RFI) on behalf of the U.S. Army Medical Research Institute of Chemical Defense and the U.S. Army Medical Research Institute of Infectious Disease as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for supplying non-human primates.  DHACA previously issued a solicitation for a multiple-award Blanket Purchase Agreement (BPA) that resulted in two BPA awards (HT942524A0001 and HT942524A0002) with an ordering period from 17 November 2023 through 16 November 2028. Per Federal Acquisition Regulation (FAR) 12.201-1(e)(3)(v), the Government shall "maintain awareness of changes in market conditions, sources of supply, and other pertinent factors that may warrant making new arrangements with different suppliers or modifying existing arrangements." FAR 12.201-1(e)(3)(ii) also requires the contracting officer, when practical, to establish additional BPAs to facilitate future purchases if recurring requirements for the same or similar supplies or services seem likely and qualified sources are willing to accept BPAs. Response to this notice may play into the decision to establish additional BPAs. This notice is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or BPA. In keeping with the standards of FAR Part 10, the Government may request additional information from responders. Responders are solely responsible for all expenses associated with responding to this notice or any follow-up information request. All information received in response to this notice or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the notice will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained. The scope of a possible future requirement covers the purchase, testing, quarantine, housing, and shipping of the non-human primates. In particular, the requirement covers Specific Pathogen-Free Macaca Mulatta (Rhesus) primates (Chinese or Indian origin), Macaca Fascicularis (Cynomolgus) primates (Chinese or Mauritius origin), Cercopithecus Aethiops (African Green) primates, and Callithrix Jacchus marmosets.  Interested parties are requested to submit a capabilities statement of no more than three (3) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 5:00 PM, Eastern Time, 16 March 2026.
