About this opportunity

The Department of Health and Human Services' Administration for Strategic Preparedness and Response (ASPR) has issued a Request for Information (RFI) to gather market research on domestic production capabilities and capacities for essential medicines. This RFI specifically focuses on collecting information about manufacturing capabilities for precursors, key starting materials, intermediates, active pharmaceutical ingredients, and finished dosage forms across more than 80 critical medications. The medicines of interest include acetaminophen, albuterol, various antibiotics, insulin, and other pharmaceuticals deemed essential for public health preparedness. The government has emphasized that this is strictly an information-gathering exercise and not a solicitation for proposals or quotations. The original submission deadline was extended from September 16, 2025, to September 26, 2025, at 5:00 PM Eastern Time.

The purpose of this RFI is to support the ReShoreRx initiative, which aims to build a diverse and agile public health supply chain with sustained long-term U.S. manufacturing capabilities for essential medicines. The government is seeking detailed technical information from industry partners, including regulatory holdings, production scales, manufacturing processes, equipment specifications, supply chain details, and facility capabilities. Responses must be submitted electronically to Ashlie Evans at ASPR, and all submissions will be treated as confidential and exempt from Freedom of Information Act requests. The government is particularly interested in companies that can provide population-scale solutions or rapidly scalable technologies for essential medicine production. While there are no specific eligibility criteria mentioned, the RFI targets industry partners with existing or potential domestic manufacturing capabilities who can contribute to strengthening America's pharmaceutical supply chain resilience.
