About this opportunity

The United States Secret Service (USSS) Office of Technical Development and Applied Research (TEC) is conducting market research to identify qualified contractors capable of providing professional services in engineering and financial/program management to support mission-critical construction projects at the White House Complex and other protected sites in the National Capital Region. The agency is seeking contractors to supply supplemental support across six labor categories: Structural Engineers, Civil Engineers, Electrical Engineers, Acquisition Specialists/Technical Writers, and Financial Management Analysts. Interested firms must submit a detailed capabilities statement by December 9, 2025, at 5:00 PM ET demonstrating their understanding, qualifications, relevant experience, and proposed approach to meeting the work requirements. The submission must include identification of any challenges and risks associated with meeting the requirements and specific mitigation strategies. Evaluation criteria will focus on contractor capability, experience, personnel qualifications, and ability to address complex technical requirements specific to White House Complex construction and renovation projects. All personnel assigned to this work must possess TOP SECRET security clearances, which represents a critical qualification requirement for all candidates.

This is a pre-solicitation notice and Request for Information only; it does not constitute a formal solicitation or commitment to award a contract, and no costs associated with RFI submissions will be reimbursed. The opportunity is not designated as a set-aside for small businesses, though small businesses are encouraged to participate, potentially in partnership with large businesses while maintaining at least 50 percent of personnel costs for small business employees. The anticipated procurement structure includes a firm-fixed-price contract with a 12-month base period followed by four optional 12-month renewal periods, for a potential total performance period of five years. The RFI specifically requests responses include a completed table with labor category details, contract references, teaming arrangements, and pricing estimates to assist the government in refining the Performance Work Statement prior to planned formal solicitation. Responses should be submitted electronically to Sarah Diamond at sarah.diamond@usss.dhs.gov and Yu-Jin Kim at yu-jin.kim@usss.dhs.gov. The applicable NAICS codes are 541330 (Engineering Services), 541611, and 541990.
