About this opportunity

The United States Marine Corps, through the Program Executive Officer Land Systems and the Program Manager Intelligence and Cyberspace Operations, has issued a Request for Information (RFI) regarding the Over-the-Horizon Sensor (OTH-S) system. This RFI seeks information on persistent, long-range sensor capabilities that would operate independently of national and theater collection assets to support the Terrestrial Collection Systems (TCS) program, which encompasses both Ground Sensors and Maritime Sensors. The RFI is classified under NAICS 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC 5840 (Radar Equipment, Except Airborne), indicating the government's interest in advanced radar and detection technologies. Respondents should note that this is strictly a market research notice for informational and planning purposes only and does not constitute a commitment to procure or issue a formal solicitation. The deadline for responses to this RFI is January 26, 2026, and all costs associated with responding are the responsibility of the submitting parties. Respondents must clearly mark any proprietary information or trade secrets, as such information will be handled according to the Trade Secrets Act and may be shared with other government organizations for similar market research purposes.

This RFI carries no set-aside designation and does not identify any incumbent contractors or specific award values or budget ranges. The government has made no determination regarding the viability of this requirement, and no formal solicitation timeline has been established. Respondents are advised that the government will not reimburse any administrative or information development costs incurred in preparing their responses. Those seeking to provide sensitive information or access to Controlled Unclassified Information (CUI) will be required to execute a Non-Disclosure Agreement with Marine Corps Systems Command, which establishes strict obligations for protecting technical information and defines potential administrative, civil, or criminal consequences for unauthorized disclosure. This RFI represents an early-stage market research effort by the Marine Corps to understand available technologies and contractor capabilities before proceeding to a formal acquisition strategy.

Notice text

This is a REQUEST FOR INFORMATION (RFI) notice submitted on behalf of the Program Executive Officer Land Systems (PEO LS) Program Manager Intelligence and Cyberspace Operations (PM ICO) Program Office.

THIS IS A RFI NOTICE ONLY.  This RFI is for informational and planning purposes only and it does not constitute an Invitation for Bids, Request for Proposals (RFP), or Request for Quotations (RFQ) or a promise to issue a bid, RFQ, or RFP in the future.  It is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services.  Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI.  All costs associated with responding to this RFI are solely at the responding parties' expense.  Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response to this RFI.  The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified.  Proprietary information received in response to this RFI will be safeguarded and handled in accordance with the Trade Secrets Act (18 U.S.C. 1905).  No determination as to the viability of this potential requirement has been made at this point and there is currently no solicitation for this effort.  By responding to this market research, you provide the Government permission to share your submitted capabilities and contract information with other Government organizations in relationship to similar requirements for market research purposes.

Background, Purpose, and Objective

PM ICO is responsible for the Terrestrial Collection Systems (TCS) program of record, which encompasses both Ground Sensors (GS) and Maritime Sensors (MS). The TCS program will include a persistent, long-range sensor, independent of national and theater collection assets, to provide Maritime Domain Awareness (MDA) and Intelligence, Surveillance, and Reconnaissance (ISR) tipping and cueing against targets operating in open ocean beyond the range of the littorals. An Over-the-Horizon Sensor (OTH-S) will detect adversary surface targets at extended ranges in support of the Marine Corps’ Stand in Force (SiF) mission to hold adversary ships at threat and inform joint kill chains. It provides the SiF an organic long range collection capability that does not depend on theater or national assets and is all-weather operable.

PM ICO seeks information on advanced stage Technology Readiness Level (TRL) OTH-S’ and their projected availability for fielding and deployment.

Information Sought and Instructions for Responding

As the lead program management office for this effort, PM ICO is conducting market research in accordance with FAR Part 10 in advance of future development of OTH-S capabilities within the TCS program.

RFI respondents with proven capability to meet the attached requirements should submit a detailed response. Generic capability statements will not suffice for an effective assessment of their capacity and ability to perform the specific work required. Responses must directly showcase the company's capability, experience, and ability to meet the requirements in this RFI, including the specific information and format described herein.

Information provided in response to this Sources Sought Notice shall include: (1) a cover letter, (2) capabilities, and (3) understanding of the requirement.  Additional details of the submission requirements have been included in Attachment 01 of this RFI.
