About this opportunity

The Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces Directorate, is conducting market research to identify sources capable of providing outboard submersible motors for Combat Rubber Raiding Crafts (CRRCs) used in the Guardian Angel Personnel Recovery weapon system. The RFI seeks next-generation motors to address the obsolescence of the current 40 horsepower engine fleet, which is nearing end-of-service life and no longer fully meets evolving operational requirements. Key performance parameters include achieving 15 knots or greater speed with Beaufort Wind Force 3 direct headwind when loaded, dewatering and restarting within 60 seconds after 10-foot submersion, operation by a single operator, 2-stroke gasoline fuel capability with optional diesel and jet fuel compatibility, and a weight threshold of 180 pounds or less. The motors must comply with ASTM B117 saltwater corrosion resistance standards, operate across storage temperatures from -30°F to 120°F, and maintain compatibility with legacy CRRC transoms and RAIDER 40HP fuel bladders. Prospective respondents must submit their capabilities electronically by 12:00 PM Eastern time on May 20, 2026, to the Contracting Officer and Program Manager, with responses not to exceed 15 pages and must include company data, small business certifications, product capability descriptions, cost estimates, training details, and compliance information.

This is a non-binding Request for Information issued for market research and source identification purposes only and does not constitute a solicitation or commitment to procure. No set-aside designation has been applied to this opportunity, and there are no named incumbent contractors referenced in the documentation. The Government anticipates Initial Operational Capability requiring 2 motors for testing at 88 Test and Evaluation Squadron, with Full Operational Capability requiring 90 motors total, though no specific award value or budget range is disclosed in this pre-solicitation phase. Prospective contractors must be registered in the System for Award Management (SAM) database and classified under NAICS codes 333618 (Other Engine Equipment Manufacturing), 336612, or 336611. Respondents are advised that the Government will not reimburse expenses associated with preparing and submitting information in response to this RFI, and all proprietary or competition-sensitive information must be clearly marked as instructed in the full solicitation documents.

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing motors for CRRCs. The current Guardian Angel (GA) weapon system relies on CRRC boats and engines that are nearing the end of their service life and no longer fully meet the evolving requirements of the Personnel Recover (PR) mission. The obsolescence of the current engine fleet and the limitations of the existing flat-bottom hull design in adverse weather conditions restrict operational capabilities and increase mission risk. Specifically, the inability to operate effectively in rough seas limits the ability to conduct PR missions in certain geographic locations and weather conditions. The current program lacks a viable replacement solution that addresses these deficiencies, restores the weapon system’s full operational capability, and provides GA personnel with a reliable and effective CRRC system for all operational environments. Furthermore, the decreased fuel efficiency or increased weight of a potential replacement engine adds logistical complexity and can reduce operational range.
