About this opportunity
The United States Department of Energy's National Nuclear Security Administration (NNSA), specifically the Office of Secure Transportation (OST), is conducting a Request for Information (RFI) to assess market capabilities for a secure online tactical gear ordering system. The RFI aims to gather information from businesses capable of providing a comprehensive web-based platform for equipment procurement for federal agents. Key contract requirements include a consumer-like shopping interface, advanced user account management, robust reporting capabilities, and comprehensive customer service support. The research will help the government determine vendor capabilities and inform a future solicitation for a tactical gear procurement contract. Responses to this RFI are due by June 6, 2025, at 2:00 PM Mountain Daylight Time, and must be submitted via email to the designated Contracting Officer.
The solicitation does not include any specific set-aside designations and is open to all interested, capable vendors. The potential contract is structured as a Firm Fixed-Price, single award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum ordering threshold of $100,000 in the base year and a maximum contract value of $19 million over its lifetime. The system must support 415 federal agents across four delivery locations and include multi-level user accounts with different access permissions. The online ordering platform will need to offer detailed product information, enable batch purchasing, track equipment lifecycles, and provide features like automated email notifications and shipment tracking. The NAICS category for this opportunity is 315990 (Apparel Accessories and Other Apparel Manufacturing), and the PSC category is 8405 (Outerwear, Men's).
