About this opportunity

The Naval Supply Systems Command (NAVSUP) is seeking contractor support services to sustain, maintain, and enhance the One Touch Support (OTS) system, a web-based logistics and inventory management platform serving over 29,000 Navy, Marine Corps, and DoD users. The primary objective is to continue worldwide fleet support while transitioning from legacy software development practices to Agile Scrum methodologies and industry best practices for secure, rapid software development. Key requirements include providing Agile software delivery support through contractor-staffed Agile Release Teams, cybersecurity support with appropriate certifications and accreditations, mentoring and knowledge transfer services, and transition support during contract phase-in and phase-out. Contractor personnel must obtain DoD Common Access Cards, pass background investigations, and maintain current Information Assurance DoD 8570.01-M baseline certifications prior to contract start. The deadline for submitting responses to this Request for Information is 10:00 AM Eastern Standard Time on Wednesday, March 11, 2026, with responses to be submitted as a Statement of Technical Capabilities not exceeding 10 pages to Contract Specialist Denise Lee at denise.l.lee24.civ@us.navy.mil.

This opportunity is not designated as a set-aside, and no incumbent contractor or award value is identified in the pre-solicitation notice. The contract is structured with a 12-month base period followed by four 12-month option periods and one optional 6-month period, with an anticipated period of performance running from September 22, 2026 through March 21, 2032 if all options are exercised. The primary performance location is NAVSUP Business System Center in Mechanicsburg, Pennsylvania, though authorized remote work options are available. The RFI requests 14 specific technical responses addressing Navy supply process experience, Agile team experience, prior NAVSUP BSC contracts, recommended contract vehicles, staffing capability, labor category recommendations with fully burdened rates, and detailed technical knowledge of OTS system components and compliance requirements including MILS/DLMS/RMF/STIG. Small businesses are encouraged to respond and should indicate their socio-economic status, though this RFI does not constitute a commitment to issue a solicitation, and responses will not be returned.
