About this opportunity

The National Science Foundation (NSF), specifically through its Directorate for Technology, Innovation and Partnerships (TIP), has issued a Request for Information (RFI) regarding the Tech Labs Initiative. This Special Notice, posted on December 12, 2025, seeks community input to inform the development of a new program designed to accelerate practical research with real-world applications. The RFI is not a solicitation for proposals or quotations, and responses are voluntary and will not be compensated by the Government. All costs associated with responding to this market intelligence effort are the sole responsibility of interested parties. The NSF clarifies that submission of an RFI response is not required to submit a future proposal to the Tech Labs program, though the agency may utilize submitted information to inform future targeted solicitation strategies.

The Tech Labs Initiative aims to support full-time research, development, and innovation (RDI) teams focused on overcoming barriers to commercialization of emerging technologies, with teams receiving operational autonomy, milestone-based funding, and cross-sector engagement opportunities. The program targets critical technology areas including quantum technology, artificial intelligence, critical materials, semiconductor manufacturing, and biotechnology, with anticipated funding ranging from $10 million to $50 million per team annually across a structured timeline that includes a 90-day team selection process followed by a 9-month planning phase and two consecutive 24-month performance phases. Eligible teams may include pre-formed groups, academia-industry collaborations, incubator participants, and research organizations from academia, nonprofits, national laboratories, the private sector, venture capital firms, and state and local government entities. Respondents are requested to provide feedback on program design, team eligibility, intellectual property rights, funding allocation, and potential synergies with industry and philanthropic partners. Responses must be submitted to TechLabs@nsf.gov by January 20, 2026, at 3:00 PM EST, with optional webinars available in December 2025 and January 2026 for additional information and clarification.
