About this opportunity
The National Science Foundation's Directorate for Technology, Innovation and Partnerships (NSF TIP) issued a Request for Information (RFI) on March 16, 2026, seeking input from experienced organizations to inform the development of the NSF Tech Labs Launchpad. This RFI is issued as a Special Notice and represents an information-gathering and planning phase rather than a formal solicitation or request for proposals. The initiative is designed to accelerate the launch and success of NSF Tech Labs teams by providing comprehensive support services. NSF has not yet determined whether the effort will proceed as a Federal Acquisition Regulation (FAR)-based procurement or under Other Transaction (OT) authority, and responses to this RFI will inform that decision. The National Science Foundation is a civilian federal agency responsible for supporting scientific research and innovation across the United States.
Interested organizations must submit responses by April 15, 2026, at 3:00 PM EST to TechLabs@nsf.gov, with a maximum of five pages excluding budget narrative, formatted as a Word document or PDF with one-inch margins and 11-point minimum font. NSF seeks one or more performer organizations with operational nimbleness and demonstrated experience supporting focused research organizations, independent labs, deep-tech startups, and university spin-outs to provide tailored support to up to 15 Phase 0 teams and up to 5 Phase 1 teams. Eligible organizations should possess expertise in fiscal sponsorship, back-office infrastructure, mentorship, intellectual property guidance, research vision refinement, partnership development, and peer-network facilitation. Key selection criteria include direct operational experience with early-stage technical organizations, the organization's entrepreneurial capacity and networks, the proposed Launchpad vision, and robust administrative infrastructure. Phase 0 funding is expected to range from $1 million to $3 million, with total NSF investment estimated at up to $10 million across three years, and the initial contract period is anticipated to be three years.
