About this opportunity

NASA's Goddard Space Flight Center is conducting a Request for Information (RFI) for the Near Earth Orbit Network (NEON) Series-1 Project, seeking spacecraft concepts for four environmental monitoring satellites planned for launch between 2032-2037. The RFI aims to inform the acquisition strategy for spacecraft capable of accommodating the Sounder for Microwave-Based Applications (SMBA) instrument, with specific technical requirements including 824km sun-synchronous orbits, 170kg instrument accommodation, 330W orbit average power, and data handling capabilities of 3.0 Mbps average/10.0 Mbps peak. Responses are due by February 12, 2025, and must reference RFI-NEON-S1-2025, with the government planning one-on-one discussions within 60 days of receiving submissions. The solicitation emphasizes gathering industry feedback to verify requirements feasibility and promote competition, with NASA's Ombudsman available for potential concerns. Respondents are advised that this is not a commitment by the government, and no compensation will be provided for submitted information.

The procurement is not designated with any specific set-aside, and potential contract scope includes spacecraft development, satellite integration, mission operations services, communications, and potentially launch services. The program requires 99.5% operational availability, 50-minute data latency to ground, and moderate IT security levels for the four identical spacecraft. Each spacecraft is expected to operate for at least 5 years in two distinct orbital planes with 13:30 and 17:30 Local Time of Ascending Node. While specific award values are not detailed, the NEON program is part of a broader strategic initiative involving federal, commercial, and international partners to enhance global earth system measurements. The Series-1 project represents a critical component of NOAA's long-term satellite observation strategy, with subsequent Series-2 plans proposing a 25-satellite constellation to provide comprehensive observational capabilities.

Notice text

THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.

The purpose of this Request For Information (RFI) is to gather information on available spacecraft concepts that meet mission needs and inform the acquisition strategy for acquiring the first four missions of NOAA’s next generation low earth orbiting environmental monitoring satellite architecture.

These documents are for information and planning purposes, to allow industry to verify reasonableness and feasibility of the requirements, to allow industry to provide meaningful feedback to improve the requirements for the Government’s consideration, and to promote competition.

When responding to this RFI, please reference RFI-NEON-S1-2025. Responses are due to the Points of Contact listed in the RFI by February 12, 2025.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Goddard Space Flight Center (GSFC) Ombudsman for this acquisition can be found at: https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf

This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. It is the offeror’s responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
