About this opportunity

The Department of Labor's Bureau of International Labor Affairs (ILAB) is seeking professional services for monitoring, evaluation, research, and learning (MERL) technical support. The agency requires contractors to conduct performance evaluations of ILAB-funded projects across multiple international regions, including Asia, Middle East, Africa, Europe, and the Americas. Key contract requirements include performing qualitative studies, providing training to ILAB staff and grantees, and facilitating learning discussions related to evaluation activities. Interested vendors must submit a comprehensive response to the Request for Information (RFI) by January 21, 2025, at 5:00 PM EST, which includes answering specific questions, providing a capabilities statement, and submitting estimated pricing for market research purposes. Evaluation criteria will likely focus on vendors' experience in international development evaluation, methodological approaches, foreign language capabilities, and demonstrated expertise in conducting complex research and training programs.

The solicitation does not include any specific set-aside designations and is open to businesses classified under NAICS code 541611 with a size standard of $24.5 million. The potential contract structure includes a 12-month base period with four additional 12-month option periods, suggesting a total potential contract duration of five years. While no specific award value is mentioned, the comprehensive nature of the services indicates a potentially significant contract opportunity. Contractors will be expected to provide personnel with international development evaluation experience and cover their own travel costs, including airfare, lodging, and visa expenses for approximately two weeks of fieldwork per country. The government emphasizes that this RFI is purely for market research and does not guarantee future contract opportunities, and respondents will not be reimbursed for submission costs.
