About this opportunity

U.S. Customs and Border Protection (CBP) is seeking information from vendors capable of providing at least six Medium Energy Mobile (MEM) imaging systems for their Large-Scale Non-Intrusive Inspection (LS-NII) program. These advanced imaging systems are designed to scan vehicles, cargo containers, and conveyances at ports of entry and border checkpoints for detecting contraband, weapons, and other illicit materials. The systems must operate in extreme environmental conditions, including temperatures from -30C to 50C, and demonstrate specific technical capabilities such as real-time imaging with less than 3-second delay and the ability to penetrate more than 8 inches of steel. Vendors must submit their responses electronically by January 24, 2025, at 11:00 AM ET to the contracting officer, Aga Frys, using MS Word or Adobe PDF format. The technical requirements include complex specifications for imaging resolution, material discrimination, camera capabilities, and operational performance.

The solicitation does not indicate a specific set-aside designation, meaning the opportunity is open to all qualified vendors in the Irradiation Apparatus Manufacturing (NAICS 334517) and Hazard-Detecting Instruments category. The contract is structured with a 12-month base period and four potential option years, with CBP intending to procure six MEM systems during the initial year. Contractors must provide comprehensive training programs, technical documentation, maintenance support, and a one-year failure-free warranty, maintaining 95% operational availability for Continental United States (CONUS) locations and 90% for outside continental United States (OCONUS) locations. While specific award values are not disclosed in the pre-solicitation notice, the complexity of the technical requirements and the number of systems suggest a significant potential contract value. The systems must also comply with extensive information security, radiation safety, and supply chain risk management requirements consistent with DHS policies.
