About this opportunity

The US Air Force Life Cycle Management Center (AFLCMC), specifically the Intelligence, Surveillance and Reconnaissance & Special Operations Forces Directorate's Special Warfare Program Office, is conducting market research to identify sources capable of providing a Man-Portable Direction Finding (DF) System for the Guardian Angel program. This RFI seeks commercial or developmental solutions that enable rapid location of Isolated Personnel emitting radio frequency signals through RF signal triangulation. Key technical requirements include direction finding accuracy within 5 degrees (threshold) to 2 degrees (objective), frequency coverage from 500 KHz to 6 GHz, signal detection range of 250 meters to 16 kilometers, continuous operation of 8 to 16 hours on battery power, and a man-portable weight of 3 to 12 pounds. The RFI requests comprehensive information including company data, product capabilities, technical specifications, cost estimates, warranty terms, small business utilization plans, and potential development approaches. Responses must be submitted electronically by 12:00 PM Eastern time on January 2, 2026, and are limited to 15 pages; this RFI is for market research purposes only and does not constitute a commitment to procure.

This pre-solicitation notice carries no set-aside designation and identifies no incumbent contractor or current award holder. No specific budget range or award value has been disclosed in this market research phase. The government explicitly states it will not reimburse companies or individuals for response preparation costs, and interested parties should mark proprietary or competition-sensitive information accordingly. Both U.S. and non-U.S. firms are encouraged to participate, provided they are registered in the System for Award Management (SAM). The RFI was originally posted on August 26, 2025, with an initial response deadline of September 26, 2025, but was revised on December 3, 2025, to update interrogation capability thresholds and objectives and extend the response deadline to January 2, 2026.

The original Request for Information (RFI) has been revised. Under "System Requirements", the "THRESHOLDS/OBJECTIVES" section for "Interrogation Capability" has been updated. Please see below and revised attachment.

This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a Man-Portable Direction Finding (DF) System. AFLCMC/WISN will accept commercial or developmental solutions for this requirement.

Guardian Angel (GA) requires a man-portable DF capability, to rapidly locate Isolated Personnels (IP) emitting radio frequency (RF) signals. This requirement provides GA teams with a capability analogous to aircraft Terminal Area Guidance (TAG) systems, enabling precise IP location based on RF signal triangulation.

Please see attachment for instructions on responding to this Revised Request for Information.
