About this opportunity

The Army Contracting Command, Regional Contracting Office Bavaria, issued a Request for Information on September 21, 2026, with a response due by September 25, 2026, announcing its intent to award a sole-source bridge contract to Frank GmbH for maintenance of family housing quarters at USAG Bavaria, Grafenwoehr Military Community.

The bridge contract will modify the existing Between Occupancy Maintenance of Family Housing Contract (W912PB21D8000), awarded May 5, 2020, to extend the current period of performance from September 30, 2026, through March 30, 2027. The modification will sustain operation and service of Army housing at the installation. The Government procures these services under 10 U.S.C. 2304(c)(1) and FAR 6.103-1, citing Frank as the sole responsible source capable of meeting the critical schedule and continuity requirements without cost and schedule prohibitive transition risks. NAICS code 238330 applies. The Government states that no other contractor possesses the operational knowledge and capability to ensure uninterrupted housing maintenance services given the breadth, complexity, and urgency of the requirement.

Notice text

This Request for Information is prepared in accordance with DFARS PGI 206.103-1 sources sought requirements. This proposed bridge contract is being processed on a sole source basis. The North American Industry Classification System (NAICS) Code for this acquisition is 238330.

The Regional Contracting Office (RCO) Bavaria intends to Award a bridge contract on a sole source basis to Frank GmbH (hereafter referred to as “Frank”), at Roemweg 2, 92358 Seubersdorf, Bavaria, Germany. The bridge contract will be a modification against the Between Occupancy Maintenance (BOM) of Family Housing Contract (W912PB21D8000). The modification will provide continuity for the operation and service of Army Housing. Contract W912PB21D8000 was awarded on 05 May 2020 with current period of performance end date of 30 September 2026. This current period of performance will be extended through 30 March 2027.

The proposed contract action is for services for which the Government intends to negotiate with one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.103-1. FAR 6.103-1 states “when supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.” Frank, is the only company that has the capability to accomplish the critical and immediate schedule for continuity of USAG Bavaria’s mission to avoid the negative impacts of a lapse in coverage.

The Government anticipates no changes from the current contract in the type of tasking or scope. Due to the breadth and complexity of the work, urgency of the requirement, and level of transition required, it would be cost and schedule prohibitive for any contractor other than the incumbent to ensure continuity of operations at USAG Bavaria. As such, the bridge contract with Frank is necessary to ensure continued support of USAG Bavaria.

The place of performance is at United States Army Garrison (USAG) Bavaria, Tower Barracks.

The bridge contract action is expected to be awarded no later than 30 September 2026.

This is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.

Information shall be submitted prior to 12:00 PM (CET), Friday, 25 September 2026 via email to Matthew Boals at matthew.s.boals.civ@army.mil and Bailey Widman at bailey.e.widman.mil@army.mil.
