About this opportunity

USAID/Somalia is seeking industry feedback to inform its new Locally Legitimate Stabilization activity contract, a five-year, $50 million stabilization effort in strategic areas of Somalia. The acquisition will support recently liberated areas from Al-Shabaab and follow two previous stabilization programs. USAID requests comments on operating solely from Mogadishu given security conditions; maintaining staff in such an environment; office location preferences within Mogadishu; mitigating financial risks; budget impacts of location options; addressing fluctuating workloads; and incorporating research capabilities. Interested parties should respond by January 31, 2020.

There is no set-aside designated for this pre-solicitation notice. As the follow on to two previous stabilization programs, the new LLS activity may be awarded to incumbents providing similar services. The RFI does not specify NAICS or PSC codes but indicates the contract will have a total estimated cost of $50 million over five years and involve stabilization programming in strategic areas of Somalia recently liberated from Al-Shabaab.
