About this opportunity

The United States Coast Guard is requesting information on iOS-compatible biometrics devices for its Biometrics at Sea System, with responses due by June 16, 2026. This is a Request for Information (RFI) to identify potential contractors and gather vendor capability data ahead of formal solicitation; no set-aside is anticipated.

Devices must operate in disconnected, intermittent, and low-bandwidth maritime environments and support rapid collection of fingerprints (slap 4-finger capture), iris scans, and facial images compliant with ANSI/NIST-ITL standards, FBI NGI, OBIM IDENT, HART, and FIPS 140-2. Devices must weigh under 5 pounds, be hand-carry capable, deliver battery life exceeding 4 hours with hot-swap capability, and survive maritime conditions per MIL Std 810. Connectivity requirements include WiFi and cellular capability, integration with InCadence Ares Gateway and Microsoft Intune, and support for FBI EBTS and DHS IXM message transmission. Database response delivery must occur within 180 seconds. Devices must incorporate anti-tamper mechanisms and support secure data export via multiple methods.

Vendors must answer a detailed questionnaire addressing business qualifications, OEM support timelines (End of Life, End of Sales, End of Support, End of Extended Support), prior deployment history within DoD and federal civilian agencies, on-site test support capabilities, lead time requirements, and contract vehicle applicability. The RFI seeks information on current commercial availability of products meeting these specifications and relevant vendor experience.

Place of performance involves Coast Guard operations at sea and related shore facilities.
