About this opportunity
The Department of Human Services (HHS) Office of Mission Acquisition Solutions (OMAS) is requesting industry feedback on a draft Statement of Objectives for an AI Power User Advanced Models and Features Pilot acquisition, with responses due by June 10, 2026. This is market research only; no solicitation has been issued.
HHS seeks a 6-month base-period firm-fixed-price pilot providing integrated access bundles for up to 1,000 authorized HHS power users per award, with optional pricing to scale to 10,000 users. Two optional 3-month extensions are contemplated (12 months total if all options exercised). The contractor shall deliver inclusive access to advanced large language models, advanced features, agentic capabilities, APIs, administrative controls, and security-boundary options.
HHS is particularly interested in feedback on scalability approaches that maintain commercial parity as deployments grow from pilot to enterprise scale; recommended contract structures, option structures, and licensing approaches; identification of any requirements or constraints in the draft SOO that may limit innovation or competition; and alternative approaches that could achieve objectives more effectively, efficiently, securely, rapidly, or economically. The pilot emphasizes FedRAMP 20x-aligned authorization pathways, Government security and data-handling boundaries, enterprise identity and portable user management via Microsoft Entra ID, SCIM, and RBAC, and HHS API gateway interoperability.
Deliverables include feature and commercial parity matrices, FedRAMP security documentation, usage baselines and reporting, integration and customization matrices, AI governance collaboration records, release roadmaps, training materials, monthly reports, and final enterprise feasibility recommendations.
Responses should be submitted to the points of contact listed in the notice with subject line "7571TE26Q00036_RFI."
