About this opportunity
The U.S. Army Corps of Engineers Engineer Research and Development Center (ERDC) is conducting market research through a Request for Information (RFI) due November 4, 2026, to identify contractors capable of on-site fabrication and assembly of a three-bay monolithic reinforced concrete High-Performance Magazine (HPM) test structure at Fort Polk, Louisiana. This is exploratory sourcing only; no solicitation is currently available, responses are not offers, and the Government makes no commitment to contract or reimburse preparation costs. Submissions must come from U.S.-based contractors only.
The work involves full in-situ assembly at Range 19, Mill Creek Road, Fort Polk, including site mobilization, temporary formwork design and erection, reinforcing steel installation, and concrete placement. Each of the three bays measures approximately 48 feet long by 43 feet wide by 15 feet high with internal storage cells and transport aisles. Foundation, walls (22 inches thick), and roof slab (30 inches thick) require heavy reinforcement with continuous full-length bars without splices; primary reinforcement is ASTM A615 Grade 60. Concrete must meet 10,000 PSI minimum compressive strength using Self-Consolidating Concrete mix per ASTM C39, with detailed mix design subject to TPOC approval. The contractor must design and engineer all formwork to withstand high hydrostatic pressure and submit calculations for Government review. Assembly occurs in seven sequential phases with mandatory pre-placement hold-point inspections (48 hours' notice required) and material testing per ASTM standards. Overall dimensional tolerance is 0.5 inches; all site work must complete within 240 days of contract award. The structure is a test article that will be completely destroyed during testing, with the site subsequently retrograded. Pricing must be firm-fixed and inclusive of all materials, equipment, labor, and travel.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND YOUR RESPONSE IS NOT AN OFFER. SERIOUS INQUIRIES ONLY AND SUBMISSIONS MUST BE FROM A US-BASED CONTRACTOR. THIS IS NOT A REQUEST FOR QUOTES (RFQ). NO SOLICITATION IS AVAILABLE AT THIS TIME. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR ITEMS/SERVICES.
This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Information provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for a solution. In accordance with RFO 15.101(c)(2), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
BACKGROUND/PURPOSE: The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is conducting market research to determine sources’ competencies and capabilities to execute the on-site fabrication and final assembly of a three-bay, monolithic reinforced concrete High-Performance Magazine (HPM) structure. This is for a test structure for experimental purposes only and in the course of testing the structure will be completely destroyed and the site will be retrograded.
The scope requires the full, in-situ assembly of the HPM structure at a designated Government test range at Fort Polk, LA. The process involves mobilizing all materials and equipment to the site, erecting temporary formwork systems, installing reinforcing steel cages, and placing concrete to form the final test structure according to the attached Description of Requirement (DOR). This is not a pre-cast or modular system; the final deliverable is the fully assembled and cured structure fabricated at its final location.
The primary materials to be procured and processes to be performed are listed below.
- Reinforcing Steel (Rebar): Procure, deliver, and install prefabricated steel reinforcement into a intergrated cage within the formwork
- Cast-in-Place Concrete: Procure and received ready-mix concrete; place material into the erected formwork; perform consolidation, finishing and curing.
- Structural Sand Fill: Procure, deliver, and install sand into desiginated wall cavities post-concrete.
- Concrete Formwork: Fabricate or procure formwork panels; perform on-site erection, bracing, and subsequent stripping of the complete system for walls, slabs, and doors.
- Reinforced Concrete Doors: Perform on-site formwork erection, rebar installation, and concrete placement for three separate door components.
- Embedded Items: Procure and install all required embeds, sleeves, and plates within the formwork prior to concrete placement.
A DRAFT Description of Requirement (DOR), which includes a detailed description of the structure, is attached. Please note this is subject to change.
The purpose of this Request for Information (RFI) is to obtain information on the availability and capability of vendors to procure the necessary raw materials, provide shipping of materials and equipment to Fort Polk, LA, and perform the complete on-site fabrication and assembly of the structure to specification. Additionally, this RFI seeks to determine industry interest in participation for market research purposes before a Request for Quote (RFQ) is released for these requirements.
Not responding to this RFI does not preclude participation in any future RFQ or RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
Respondents are requested to review the attached DRAFT DOR and submit responses to the following questions:
