About this opportunity
The Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base intends to solicit enterprise resource planning common services on the Cloud One Oracle Cloud Infrastructure platform, with RFI responses due July 21, 2026 and anticipated RFP release in January 2027. The government is conducting full and open competition with no small business set-aside at this stage, though it reserves the right to consider a small business set-aside based on responses received.
The contractor will build, integrate, and sustain a suite of common services including environment migrations, development, automated testing, integration, cybersecurity, maintenance, database and storage management, backup and restore, patching, disaster recovery, and 24/7/365 operational support. Work is fully remote. The anticipated period of performance is one base year plus four one-year options and a six-month extension.
Key personnel must hold certifications aligned with DoD 8140/8570 baseline categories, with clearance distribution of approximately 10–15% requiring Tier 5, 60–70% requiring Tier 3, and 20–30% requiring Tier 1 investigations. The contractor must staff 70–90 FTEs across program management, cloud engineering, DevSecOps, cybersecurity and risk management framework, site reliability engineering, and customer support roles, with continuous three-tier staffing covering business hours, core hours, and non-business hours on-call response. Performance standards include Recovery Time Objective of one hour and Recovery Point Objective of 30 minutes. The existing environment comprises approximately 4,701 TB of data across four OCI tenancies serving approximately 1,000 VDI users and 2,000 cross-customer service users. Contractor-developed code, automation scripts, and Infrastructure-as-Code must be delivered with Government Purpose Rights or better. RFI responses should not exceed 12 pages and must include CAGE Code, UEI Number, NAICS code 541511 registration, prime contract experience, technical capabilities, staffing plans, and subcontracting strategy.
