About this opportunity
The Federal Deposit Insurance Corporation (FDIC) Legal Division is conducting market research through a Request for Information to identify vendors capable of providing nationwide registered agent and process agent services, with responses due October 29, 2026. The FDIC seeks a single, coordinated solution covering all 50 states, the District of Columbia, Guam, the U.S. Virgin Islands, and Puerto Rico, delivered through a secure, unified web-based platform for digitizing, tracking, and storing served documents.
Jurisdictional coverage must be complete, with vendors identifying local service providers for each jurisdiction. The FDIC currently contracts with CT Corporation System and received 513 documents in 2025 and 398 documents from January through August 2026. Service commencement is anticipated in January 2027.
Vendors must demonstrate web-based platform functionality supporting multiple users, role-based permissions, consolidated views, advanced search, configurable routing, and audit trails. Information security controls and cybersecurity certifications are required, along with business continuity and disaster recovery measures. Document intake and routing procedures must handle FDIC name variations and receiver distinctions.
Pricing shall follow an all-inclusive annual fixed-price model for a three-year period covering calendar years 2027, 2028, and 2029, with separate estimation of one-time transition charges including appointment filings, state fees, and work associated with the FDIC's federal corporate status. Vendors must confirm active SAM.gov registration and willingness to accept FDIC standard contract terms. Responses are limited to 10 pages and must address company experience, technical capabilities, consent to contract terms, and pricing. Questions are due October 22, 2026. Submit responses to Charles McCarthy, Michael Pangia, and Vicky Bhandari via email.
