Eligible respondents must demonstrate past performance supplying higher-level quality fasteners within the last 12 months and hold NAICS code 332722 (Bolt, Nut, Screw, Rivet, and Washer Manufacturing) certification. New suppliers to NAVSUP WSS must pass a pre-award survey by the Defense Contract Management Agency Navy Special Emphasis Operations to verify quality systems, technical capability, production capacity, and financial viability. Responses must be white papers limited to 25 pages and 5MB, submitted in Microsoft Word format to Contract Specialist Kelly Slagle at kelly.l.slagle.civ@us.navy.mil by September 4, 2026, at 1700 EDT. Respondents must provide company details, CAGE code, and small business classification; registration with SAM and access to the BPMI Online E-commerce portal to review technical IRPOD and drawing documents are strongly encouraged. Post-award administration includes Quality Assurance Representative involvement, government source inspection, First Article Testing, Production Lot Testing, and strict NOFORN restrictions. The Government clarifies this RFI is informational only and does not constitute a commitment to award or reimburse response costs; non-response does not preclude future participation.
