About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is seeking industry input through a Request for Information (RFI) regarding depot activation capabilities for repair and maintenance of the F-15 EX's Modular Instrumentation Traffic Recorder (DVR) system. The procurement focuses on solutions that address organic repair of depot-level components, resolution of technical data and intellectual property rights issues, and cost, schedule, and performance optimization. Respondents must submit white papers within 14 calendar days of posting, preceded by a statement of intent also due within 14 calendar days, with the overall due date for submissions set for May 17, 2026. Required submission materials include a cover sheet, comprehensive company information, security clearance documentation, DUNS number, CAGE code, and supporting documentation demonstrating capability. The Government's evaluation will consider company background, small business classification under NAICS code 334511, applicable socioeconomic certifications, and the proposed technical approach for maintaining the MITR-DVR system, including all associated parts, spares, and software display rights necessary for verification of repairs at designated Air Logistics Complex facilities.
This is a pre-solicitation notice with no set-aside designation, and no current incumbent contractor information is identified in the available documentation. No specific award value or budget range is provided in the RFI materials, as this is an exploratory phase designed to inform future acquisition strategy development rather than a formal solicitation. The Air Force indicates that responses may lead to an Industry Day event for capable sources and could result in a formal solicitation, though there is no obligation to proceed with procurement based on RFI responses. Respondents must ensure compliance with foreign participation restrictions, though foreign nationals may participate if they access only public domain information, and all responses must include a Certified DD Form 2345 addressing militarily critical technical data. The Government will not reimburse costs associated with response preparation, and no classified documents are permitted in submissions.
Notice text
This request for information focuses on the provision of the above-referenced Depot Activation capabilities for the F-15 EX’s current EX Modular Instrumentation Traffic Recorder (MITR) Digital Video Recorder (DVR). The repair and maintenance of the MITR-DVR requires not only the MITR-DVR itself but all associated parts/spares and the rights in technical data necessary to maintain and ensure the software used in the displays functions correctly to support verification of repairs at designated ALC.
