About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base has issued a Request for Information to identify potential sources capable of establishing organic F-15EX depot maintenance capabilities, specifically for Condenser & Liquid/Air Condenser Heat Exchanger components. The RFI seeks contractor capabilities to support depot-level repair requirements, design and procurement of specialized test equipment, development of partnering agreements with original equipment manufacturers, transition planning from contractor to government support, and comprehensive training for USAF maintenance technicians to piece-part level. The government is soliciting industry input on four primary areas: efficient solutions for organic component repair, resolution of technical data and intellectual property rights issues, cost/schedule/performance estimates for depot activation components, and efficient contracting approaches. Respondents must submit unclassified White Papers, acceptable with Controlled Unclassified Information markings, including company information, points of contact, and supporting documentation. A statement of intent is due within 14 calendar days of the posting date (by February 26, 2026), with complete responses due by February 27, 2026, and qualified respondents may be invited to participate in an Industry Day.
This is a pre-solicitation notice with no set-aside designation, and no incumbent contractor or award value information has been disclosed at this time. The procurement follows NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,350 employees. The effort is subject to export control regulations under ITAR and EAR, and foreign nationals are limited to public domain information unless proper licensing is obtained. Respondents should note that this RFI is for market research and acquisition planning purposes only and does not constitute a formal solicitation or obligate the Government to issue a contract; the Government will not reimburse response preparation costs, and all submitted information becomes Government property. Interested parties should submit their statement of intent to laura.harr@us.af.mil and prepare for the possibility of an Industry Day as part of the government's evaluation process.
