About this opportunity

The Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is issuing a Request for Information for Flow Control Valves by May 12, 2026, with intent to award a sole-source Indefinite Delivery/Indefinite Quantity contract to ITT Aerospace Controls LLC. The procurement supports establishment of organic, depot-level maintenance and repair capability for Flow Control Valves at an Air Logistics Complex under the F-15EX program.

Flow Control Valves manage, regulate, and shut off fuel, hydraulic, pneumatic, and coolant fluids in aircraft systems, designed to withstand high pressure, high heat, and electromagnetic interference using aluminum or stainless steel materials. The contract scope includes Flow Control Valve hardware, Specialized Test Equipment, Test Program Sets, Interface Test Adapters, technical publications, training, supply support, and proprietary technical data licenses necessary for depot activation under 10 USC Section 2460. The Air Force structured performance as a three-year base ordering period with one one-year option.

Market research via two separate Requests for Information (May-June 2025 and December 2025) confirmed ITT Aerospace Controls LLC as the only responsible source possessing the proprietary technical data, source code, specialized test equipment, and integrated engineering expertise required for both immediate depot repair and permanent government organic repair capability. The Air Force cited FAR 6.302-1 (only one responsible source) as statutory authority. Cost analysis will be conducted by the F-15 System Program Office with support from AFLCMC Pricing Division, Defense Contract Audit Agency, and Defense Contract Management Agency to establish fair and reasonable pricing prior to final negotiation.

Notice text

This request for information is for Flow Control Valves which manage, regulate, and shut off fuel, hydraulic, pneumatic, and coolant fluids in aircraft systems. They provide high-reliability, low-weight solutions designed for severe operating conditions. They regulate the flow rate of compressed air in pneumatic systems or fluids, directly affecting the speed of actuators. Flow control valves are used in fluid systems, including fuel pumps and brake controls, to maintain consistent pressure. These valves are designed to withstand high pressure, high heat, and EMI (electromagnetic interference), often utilizing aluminum or stainless steel materials.
