About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is seeking industry capabilities to support F-15EX Depot Activation, specifically for establishing organic Air Logistics Complex maintenance capabilities for the Priority Valve, a specialized hydraulic control device. The procurement involves design, development, and procurement of Specialized Test Equipment, Test Program Sets, and Interface Test Adapters, along with comprehensive training for USAF Maintenance Technicians in testing and repair procedures. Key requirements include identifying all necessary technical specifications, maximizing utilization of existing F-15 legacy equipment, resolving technical data and intellectual property rights issues with original equipment manufacturers, developing partnering and implementation agreements, and providing technician training to be completed within 30 days. Interested contractors must submit unclassified White Papers by February 27, 2026, with notice of intent to submit required by February 25, 2026, and the Government has indicated it may host an Industry Day for capable respondents. The evaluation will assess industry input on efficient repair solutions, data rights resolution approaches, cost and schedule estimates, and current DoD contracts held by potential contractors.

No set-aside designation has been applied to this Request for Information, and no incumbent contractor or award value is specified in this pre-solicitation notice. The procurement falls under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,350 employees. Respondents must possess qualifications in both hardware and software development, and foreign participation is not authorized, though foreign nationals may be employed if limited to public domain information. All responses will become Government property and respondents will not receive reimbursement for their submissions; this RFI does not obligate the Government to issue a contract. Export control compliance, including DD Form 2345 certification, is required for all submissions.
