About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base has issued a Request for Information (RFI) for F-15 Attitude Heading Reference Set (ADHRS) Depot Activation Capabilities. The Air Force seeks industry input on establishing organic maintenance capabilities for depot-level repair of F-15EX components, with a specific focus on the ADHRS navigation device while maximizing utilization of existing F-15 legacy assets. Key requirements include identification of repair solutions, design and procurement of Specialized Test Equipment (STE), Test Program Sets (TPS), and Interface Test Adapters (ITAs), negotiation of partnering agreements with Original Equipment Manufacturers, transition planning from contractor to organic Government support, and comprehensive training of USAF maintenance technicians to piece-part level within 30 days of final acceptance. Evaluation will focus on four primary areas: efficient organic repair solutions, resolution of Technical Data and Intellectual Property rights, cost/schedule/performance metrics, and optimal contracting approaches. Responses in the form of unclassified White Papers must be submitted by March 24, 2026, along with a statement of intent, and questions may be directed to Jeffrey Hubbard (Technical) or Laura Harr (Contracting) at the Air Force.

No set-aside designations apply to this RFI. The document does not identify any current contractors or incumbents, nor does it specify an award value or budget range, as this is a pre-solicitation notice intended to gather market research rather than issue a binding solicitation. Interested firms must be in NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), with a small business size standard of 1,350 employees, and must identify their business size classification and socioeconomic status during response submission. Respondents must include a Certified DD Form 2345 Militarily Critical Technical Data Agreement and are subject to export control restrictions, with foreign participation prohibited, though foreign nationals may participate if limited to public domain information unless proper ITAR or Export Administration Regulations licenses are obtained. Proprietary information must be clearly marked, and respondents requiring Proprietary Information Agreements or Non-Disclosure Agreements must obtain and provide these documents with their submissions.
