About this opportunity
The Defense Counterintelligence and Security Agency (DCSA) has issued a Request for Information seeking Commercial Off-the-Shelf Enterprise Architecture platforms and associated services to modernize their Office of the Chief Information Officer's EA capability. DCSA requires solutions that provide enhanced collaborative modeling capabilities, improved governance and traceability, seamless integration with existing systems, and robust security compliance including DoD Impact Level 5 requirements. The solution must support strategic planning, business process modeling, system documentation, and stakeholder collaboration while aligning with DoD enterprise architecture policy and zero trust mandates. Key technical requirements include support for industry-standard modeling languages such as UML, BPMN, ArchiMate, and DoDAF/UAF, along with version control, REST API integration, Single Sign-On with Active Directory and CAC/PIV authentication, customizable dashboards, and Role-Based Access Control. Vendors must submit responses by 11:00 AM Eastern on October 24, 2025, via email to the Contracting Officer, with submissions limited to searchable PDF format and a 10-page capabilities statement.
This pre-solicitation notice does not include any set-aside designations, operating as a full and open competition. The RFI does not identify any current incumbents or contractors providing similar services to DCSA. No award values, budget ranges, or estimated contract values are specified in the notice, as this is strictly a market research effort to inform future procurement planning. The notice does not provide specific quantities of goods or detailed service timelines, focusing instead on identifying potential solutions and vendor capabilities in the enterprise architecture software market. DCSA emphasizes that this RFI is issued solely for information and planning purposes and does not constitute a commitment to issue future solicitations. The agency serves approximately 10,000 cleared contractor facilities and provides security services to DoD components and Executive Branch agencies from its headquarters in Quantico, Virginia.
